i have done several fresh re-installs and the Library.db file is not always present in %Application Data>Pete Souza IV>Media Center Master folder, even after re-starting mcm, or rebooting.
The Library.db file is created the first time any data needs to be written to it, not necessarily on application start-up.

This is a known issue. As we've progressed through beta, I've gotten this tamed a little bit, but it still has issues -- especially with daily-aired episodes, but for others as well.
